The Siem Reap property market explained

Siem Reap is Cambodia's tourism capital: Angkor Wat sits 6 km north of the town centre, and the new Siem Reap–Angkor International Airport at Sotr Nikum has moved air traffic about 40 km east of the old airport. That single change is the biggest force on the local property map, pulling attention toward the National Road 6 corridor while keeping the riverside and Wat Bo streets as the most liveable rental pockets.

Most residential stock is either a Khmer-style flat house (a narrow linked house of two or three floors, usually with shop space on the ground floor), a detached wooden or concrete villa on its own plot, or a serviced apartment aimed at expats and long-stay visitors. Borey developments — gated estates of near-identical link houses — are the fastest growing category on the town's outskirts.

Buyers should know the ownership rules before shortlisting anything. Foreign nationals cannot own land in Cambodia. They can hold hard title to a unit from the first floor upward in a building with a registered strata title, use a long lease (commonly 15 to 50 years, renewable), or buy through a Cambodian majority-owned landholding company. Ground-floor houses and land are Khmer-name only, so any listing offering a foreigner a freehold house on land deserves careful legal review.

Titles matter as much as price. A hard title (soft-copy certificate issued by the national land ministry) is the strongest form of ownership and the only one banks reliably lend against; soft title is a commune-level record that is still common for older Siem Reap houses and trades at a discount. Always check the title type, the seller's identity documents, whether the plot is inside a flood-prone zone, and whether road access is registered rather than informal.

Buying and renting questions

Can foreigners buy a house in Cambodia?
Foreign nationals cannot own land, and therefore cannot hold direct freehold title to a ground-floor house. The legal routes are: buy a strata-titled unit on the first floor or above, sign a long-term lease (commonly 15–50 years, renewable), or hold the land through a Cambodian majority-owned company. Take independent legal advice before transferring money.
What is the difference between hard title and soft title?
Hard title is registered with the national land authority and is the strongest, bank-financeable form of ownership. Soft title is recorded at commune or district level only; it is still common on older properties and usually sells at a discount, but it carries more dispute and conversion risk.
How much does a house cost in Siem Reap?
Indicative asking prices run from roughly $45,000 for a modest two-bedroom link house on the outskirts to $130,000–$400,000 for a detached villa near the river or Angkor side. Land near the town centre is commonly quoted per square metre rather than per plot.
What taxes and fees apply when buying?
Budget for the 4% property transfer tax on hard-title transactions, agency commission where an agent is involved, notary and registration costs, plus the annual immovable property tax of 0.1% on the taxable value of properties above 100 million riel.
Is it better to rent first?
For most newcomers, yes. Renting for six to twelve months lets you learn which streets flood, how reliable power and water are, and what realistic local prices look like before committing capital in a market with limited resale liquidity.
